You dated the story as 1957 by mentioning the Bel Air and the movie house marquee. The costumes appear to be Joe Dimaggio of the NYY, Superman, Abe Lincoln, Kaiser Wilhelm, and the woman has her hair up like Wilma Flintstone wearing a short primitive dress, but the Flintstones came out in 1960.
Or perhaps this is a look that this unnamed character invented which was only subsequently picked up by the creators of The Flintstones. You know, the way Billy Idol stole his look from Spike.
