Going by the style and content I would guess the artist is the great Wally Wood.
Yup! I have not tried to track it down, but I found a version with a blogspot URL that encodes “Wally Wood and Gerry Boudreau — The Manhunters — Page 5” in the URL, which is so specific it seems likely to be right.
