I think the Russian Steamroller was vastly overestimated. The Czarist Army was short of equipment and some soldiers just had bayonets tied to sticks according to a book I read.
Though in real-life 1914 German planners were pretty spooked by Russian military potential. There is a story to the effect that someone once asked Theobald von Bethmann-Hollweg, then Imperial Chancellor, why he didn’t plant more trees on his East Prussian family estate. His answer was that by the time they were grown they would just fall to the Russians anyway.
As it turns out, he wasn’t that far wrong.
Add a couple more countries and you’ve got the European Union.
I count roughly twelve more, if you count the United Kingdom and the Republic of Ireland separately.
I also seem to recall that in a different alternate history (Robert Harris’s Fatherland) a victorious Nazi Germany organized the states of Western Europe in the “European Economic Community.”
