The Nymph recognizes the model as burlesque queen Anita Ventura. Google seems to concur, but nobody has context beyond the model attribution.
Scratch that! The Nymph also has a link with a second photo of Anita in that costume, getting out of a car to attend the Artist’s Ball in 1956:
