You know, I’m beginning to suspect that it’s the same woman on this and the previous two Horror Stories covers and clearly, she’s having the worst year ever. This is the May 1940 issue, cover by Monroe Eisenberg. The ISFDB entry for the issue is here. The version of the cover above is from (as it so often is) this French-language collectors site. The version at Galactic Central is a bit smaller but looks a bit less washed-out:

Not sure about “the worst year ever”. She’s done well to get through January and March unscathed and unscarred. What was July’s cover like…?
She’s quite fetching so let’s hope she hangs in there for another month or two.
After seeing, (and enjoying), all these old covers you’ve posted, it seems that not only are seemingly all the distressed damsels blond, but red is the de rigeur color for any and all cultists, henchmen, and all bad guys, (maybe it showed up better on the newsstands?)
