This is Thrilling Mystery for January 1939, no recorded cover artist or ISFDB entry. I found this version of the cover at Pulp Covers and checked its dating at the Galactic Central index.

This is the very Rube Goldberg of decapitation devices. Seven (?) elbows subtract force from downward momentum, so this is not an improvement on Dr Guillotin’s “simple mechanism.” Enthusiasm makes up for efficiency.
I’m trying to figure out what style of music a band with that name would play.
