This March 1940 cover of Thrilling Mystery by Rudolph Berlarski is about as mad science as it gets. The ISFDB entry for this issue is here. I found this version of the cover at Pulp Covers.

Pulp Parade #91: Hard-pressed
This is Thrilling Mystery for September 1936, cover by Rudolph Berlarski. The ISFDB entry for this issue is here. The version of the cover above (very large is you click through) was found in this post at Pulp Covers. It looks to my eye like the scan was of an issue that might have suffered some wrinkling due to humidity (these old magazines are fragile and in my experience can be quite difficult to care for). The version at Galactic Central does not show this damage but is much smaller.
