This is Spicy Mystery Stories for February 1938, cover by Harry Lemon Parkhurst, as well as a story by the ever-so-plausibly named “Justin Case.” The ISFDB entry for this issue is here. I found this version of the cover at Pulp Covers.

Justin Case, huh?
If you look back over enough of these Spicy Mystery Stories covers you’ll find a lot of stories attributed to “Justin Case.” My personal theory is that the editors maintained a back file of stories “just in case” the regular stable of writers couldn’t deliver on their deadlines, which were in fact pretty murderous.
