Probably a bunch of racist statue lovers who don’t like Asian statues. Or perhaps they have a thing for librarians.

They have to send Ms. Porpulac because her psychological profile indicates a strong tendency toward martyrdom, and until she exorcises that particular kink she will be highly likely to self-sabotage. It also would not dismay her handlers if she lost a bit of that Crusader Zeal in the process, and this experience might broaden her horizons if she should somehow happen to survive.
If she doesn’t survive, because the last couple of issues have been arcing towards sad endings then happy endings, maybe Ms Yamamoto and Ms Porpulac can get together for some fun?
