So, he enlarged the RC aircraft and also managed to compensate for the plane’s radio circuitry being tuned to a lower frequency due to the enlargement?

  That’s “tuned” as in “tuned circuit”, an emergent property of circuitry containing resistors, capacitors and inductors, where the change in size has changed the values of resistance, capacitance and inductance, and not that he physically turned a dial to lower the frequency of the circuitry.
