This is The Spider for July 1936, cover artist unknown. I found it via this pulp/bondage index.

Tiny pet women having surgical modification is squee. Shiny rubber gloves are squee. Title “Laboratory of the Damned” is squee. So I won’t minus points for the Asian minions.
There’s a lot of Yellow Peril in ’30s pulp illustration, unfortunately.
Squee for a remake with the surgical subject properly un-attired for going under the knife?
Worth looking into. I know a lot of artists.
