This is Saucy Movie Tales for February 1937, cover by (probably) Norman Saunders. I found this version of the cover at Pulp Covers.

I’m picking up on a theme here. Saucy Booby Tales.
The proprietors of American pulp magazines were serious, thoughtful men who were seriously and thoughtfully devoted to the art of separating the American reader from his dime. But in the case of the reader of Saucy Movie Tales, they were able to separate him not just from his dime but from his quarter. How this was I shall leave as an exercise to my serious, thoughtful readers.
The nipples are easily worth the extra 15 cents.
Even if they’re on a corpse?
Note that it did take SMT a while to depict naked breasts with nipples on the cover, a few issues back.
The other covers shared here always had convenient streamers of smoke or other vapors, various objects in the way or very thin, nearly not there clothing.
